Hudson based her claims on Texas Health and Safety Code subsection 166.046(g) (hereinafter "subsection 166.046(g)"), the federal Emergency Medical Treatment and Active Labor Act ("EMTALA"), and the Texas Health and Safety Code section 311.022 (commonly referred to as "the Texas anti-dumping statute").
